Stephen is a leader specialising in delivery of people-centred, digital enabled transformation. Recently he has been Chief Advisor at Health New Zealand and established the Centre for Digital Modernisation. Prior to this he led the Delivery Unit in Department of Prime Minister and Cabinet.

He has worked in a number of government agencies including ACC, MSD, Education Payroll and was CIO at Police leading work across emergency services. His commercial sector experience has been through Telecom and an international career at Ericsson with a focus on emergency services networks. An engineer by background he has a MSc in Technology from the University of Sussex, UK.
